Da Nang launches Circular Economy Roadmap

August 26, 2022 – Da Nang Institute for Socio-Economic Development (DISED) in collaboration with the United Nations Development Program (UNDP) organized the “Launch of Circular Economy Roadmap in Da Nang city”.

Speaking at the opening of the workshop, Vice Chairman of Da Nang City People’s Committee – Mr. Ho Ky Minh said that, through the assessment, there are many reasons for the transformation and application of the circular economy model to Da Nang city. Hence, the city has implemented the project “Research on construction and development of circular economy in Da Nang city”. The circular economy development roadmap in Da Nang city has been updated on the basis of absorbing relevant documents associated with the Law on Environmental Protection 2020, adding lessons learned from the policy experiment on circular economy in Da Nang and mainstreaming gender equality, recognizing the importance of informal waste aggregators in Da Nang’s transition to a circular economy model.

According to Ms. Caitlin Wiesen, Resident Representative of the United Nations Development Program in Vietnam (UNDP in Vietnam), “Da Nang is the first locality in the country to develop a roadmap and promote economic growth toward the circular economy. Facing major global challenges such as epidemics, climate change, inequality, etc., the circular economy is the choice of many countries for sustainable development”. Furthermore, Da Nang City is a young, dynamic city with many opportunities to pioneer the development roadmap of Vietnamese cities. The pursuit of a circular economy will help the city sustainably manage its natural resources,” shared Mrs. Caitlin Wiesen.

Important foundations

Da Nang City has issued many important projects, regulations and action plans related to and directly affecting the circular economy development roadmap, especially the “Building Da Nang city into an environmental city” projects in the 2008-2020 and 2021-2030 periods. Up to now, important results have been achieved as a valid ground for the development of the circular economy.

Accordingly, a number of economic sectors/fields in Da Nang city are now interested in designing according to the principle of the circular economy. In the 2015-2019 period, Hoa Khanh Industrial Park was selected to pilot the construction of an eco-industrial park. By the end of 2020, the whole city has 2,529 customers installing rooftop solar power with a total installed capacity of 81.7 MWp. Many businesses in Da Nang city have applied the circular economy model in their production and business activities, such as: investing in the production of unburnt bricks; companies have solutions to save energy and bring high efficiency; start-up businesses and projects practice in the direction of the circular economy.

According to reports of the Department of Natural Resources and Environment, up to now, there have been more than 37 models associated with green consumption implemented in the city, such as: Waste battery collection bins; Green roofs; Plant banana trees for leaves; Civilized waste collection point; Environmentally self-governed residential areas; Environmental-friendly communes; No-garbage ward; School without trash…

The recyclable waste aggregating models in Da Nang have received the active involvement of the people.

Circular Economy Roadmap Until 2030

The circular economy roadmap is implemented by Da Nang city until 2030. It is divided into 3 phases: Kick-off (2022-2025) with emphasis on awareness raising and education, skills development, and preparing the initial premise to enter the development stage.

The Development Phase (2025-2030) initiates action and implements pilot projects in priority areas including solid waste management; materials; energy; eco-industrial park; food circulation; water circulation and green consumers.

After 2030, the circular economy to become the main trend; replicating effective circular economy models. The goal is that by the end of 2045, the city will basically meet the criteria of a circular city.

With the above roadmap, Da Nang city sets a target that by 2030, it will build 2-3 industrial parks up to the standard of ecological industrial parks according to national standards; increase the localization rate of the city’s products to over 20%; 100% of products of Da Nang city are eco-labelled; energy consumption for production compared to GRDP reached a decrease of 1-1.5%/year; the proportion of added value of the digital economy in the GRDP reached 30%; built 2 recycling and composting plants; create jobs for 3,200 – 3,500 people/year from activities based on the circular economy model;…
