The CE Forum 2023 aims to bring all stakeholders (i.e. high-level Government officials, enterprises, NGOs, development partners, and embassies) to discuss the pathway to implement the NAPCE to attain the NDC targets of Viet Nam. CE Exhibition will be organized in parallel with the forum which presents the showcases on best practices for CE at the international, regional, and national level.

Circular business models represent fundamentally different ways of producing and consuming goods and services. They have the potential to drive the transition towards a more resource-efficient and circular economy and, in doing so, significantly reduce the environmental pressure resulting from economic activity. Circular business models, by closing resource loops and by slowing and narrowing resource flows, can reduce the environmental footprint of economic production and consumption (OECD, 2018).

The Law on Environmental Protection (Environmental Protection) passed by the National Assembly on November 17, 2020 clearly stated, “Circular economy is an economic model in which design, production, consumption and services to reduce the exploitation of raw materials, extend product life cycles, limit waste generated and minimize negative impacts on the environment” (Article 142). Decree No. 08/2022/NDCP dated January 10, 2022 of the Government detailing a number of articles of the Law on Environmental Protection 2020 stipulates criteria, roadmap and mechanism to encourage the development of the circular economy. The Ministry of Natural Resources and Environment is responsible for presiding over and coordinating with ministries, ministerial-level agencies, and provincial-level People’s Committees to develop and submit to the Prime Minister for promulgation of a national action plan for CE implementation.
