The first quarter marked a significant development in EPR. The Decree 05/2025/ND-CP amending the existing Decree 08/2022/ND-CP was issued to revise the list of regulated products and packaging, update recycling methods and adjust Fs cost. In addition, a technical workshop with policy makers from MONRE was organised to help shape the ongoing EPR framework;

Deputy Prime Minister Tran Hong Ha has signed Decision No. 222/QĐ-TTg, approving the National Action Plan for CE implementation. The plan is expected to establish a sustainable production and consumption system by maximizing resource recycling, minimizing waste, and promoting a circular economy through innovation, green practices, and job creation.

Events & Opportunities: Organizations can access funding for circular economy initiatives through opportunities like UNDP’s Plastic Innovation Programme (offering grants up to USD 30,000) or EU’s call for proposals promoting inclusive CE. There will be also financial training hosted by GIZ and MPI for CE business models to increase capacity for accessing finance, and the IPPIN Incubator program, which helps with validation of plastic waste solutions.

Knowledge: New knowledge products released include the GIZ’s report on pre-consumer textile waste recycling in Vietnam and World Economic Forum’s white paper on the circular economy in industries.

Quý 1 đánh dấu với bước chuyển mình về EPR. Nghị định 05/2025/ND-CP điều chỉnh và bổ sung Nghị định 08/2022/ND-CP, nhằm cập nhật danh sách các sản phẩm và bao bì, phương pháp tái chế và cách tính Fs. Đồng thời, hội thảo kỹ thuật được tổ chức nhằm cung cấp định hướng thực thi EPR đã có sự tham gia của MONRE;

Phó Thủ tưởng Trần Hồng Hà ký quyết định số 222/QĐ-TTg ban hành Kế hoạch hành động Quốc gia thực hiện KTTH, đặt ra một khung hành động chiến lược để chuyển dịch nền kinh tế Việt Nam sang hướng tuần hoàn.

Sự kiện và cơ hội: Các tổ chức có thể tiếp cận tài chính cho các sáng kiến KTTH thông qua các cơ hội như Chương trình đổi mới sáng tạo mảng Nhựa với tài trợ lên đến USD 30,000, Kêu gọi nộp đề xuất về kinh tế tuần hoàn bao trùm của EU. Các đơn vị cũng sẽ có cơ hội tham gia tâp huấn tiếp cận tài chính cho KTTH chủ trì bởi GIZ và MPI, cùng với tập huấn Ươm mầm tài năng IPPIN Incubator của CSIRO.
