APPLYING FORESIGHTING APPROACH IN POLICY PLANNING TO PROMOTE THE CIRCULAR ECONOMY MODEL IN VIETNAM

Addressing the challenges of inclusion and sustainability in the context of the 2030 Agenda for Sustainable Development requires: (a) broadening the strategic focus of science, technology and innovation policy (STI) to integrate social challenges into the core content of the Program; (b) integrate the direct and indirect contributions of innovations to economic, social and environmental aspects; and (c) promote transformational innovations with the potential to replace current unsustainable systems and practices. The article provides international experience in applying the foresight approach to STI policymaking in the direction of promoting transformational innovations with the potential to replace the traditional growth economic model to a circular economic model.
