Decision 540/QĐ-TTg approving the Project on the Development of Science and Technology Application and Transfer to promote a circular economy in agriculture
General objective
Develop a circular economy in agriculture by promoting scientific research and the application and transfer of advanced technology and techniques to improve the efficiency of resource use in agriculture, increase the value of agricultural products, increase the proportion of agricultural by-products that are reused and recycled, protect the environment, create jobs, and promote the transition to green, low-emission agriculture.
Specific targets by 2030
- By 2030, at least 20% of scientific and technological tasks in agriculture will be researched, applied, and transferred to serve the development of a circular economy in agriculture.
- Reduce post-harvest losses of key agricultural, forestry, and fishery products by 0.5% to 1% per year.
- In the field of cultivation, 50% of the by-products of staple goods will be treated, recycled, and reused, of which 80% of rice straw will be collected and reused using technology.
- In the field of animal husbandry, 60% of households and 100% of farms will apply technologies and techniques to treat and reuse livestock waste.
- In the field of aquaculture, 50% of sludge and 50% of wastewater in aquaculture farms will be treated and reused, and 100% of the by-products of the shrimp and pangasius processing industries will be treated and reused using technology.
- In the field of forestry, 50% of the by-products in logging and wood processing will be used to produce biofuels or wood products such as artificial wood panels.
- Develop, complete, and put into application management procedures, waste use, and recycling and reuse of by-products for staple goods.
- 100% of agricultural extension workers and community agricultural extension groups will be trained in waste and by-product treatment and recycling procedures for key agricultural products.
- 80% of farms and 50% of cooperatives will have access to waste management, by-product recycling and reuse procedures, and waste and by-product recycling technologies in agriculture.
- The application of circular economy technology in farms, cooperatives, and enterprises will help to increase the added value in the agricultural product industry chain by at least 20%.
