
Hai Phong, 18 November 2025 – The United Nations Development Programme (UNDP) in Viet Nam, the Embassy of the Kingdom of the Netherlands in Viet Nam and DEEP C Industrial Zones (DEEP C) jointly organized the Launching Ceremony of the Pilot on Industrial Wastewater Reuse in DEEP C Industrial Zones under the ‘Accelerate Circular Economy Business’ (ACE-Biz) Project.
The event marks an important milestone in the collective efforts of government agencies, development partners, and businesses to develop a closed-loop model on the treatment and reuse of industrial wastewater. The project promotes the exchange of this resource based on circular economy principles and contributes to sustainable development and emission reduction in Viet Nam.
The pilot project applies a Nano membrane filtration system and Reverse Osmosis (RO) technology with a minimum capacity of 1 m³ per hour, following four technology diagrams in combination with pre-treatment, at the centralized wastewater treatment plant of DEEP C Hai Phong 1 Industrial Zone. Following the designed system, treated water will meet advanced quality parameters to enable reuse for industrial cooling systems or solar panel glass washing operations within the IZ.
Speaking at the event, Ms. Francesca Nardini, Deputy Resident Representative of UNDP Viet Nam, emphasized: “Piloting industrial wastewater reuse technology, through the four technology diagrams will support DEEP C IZ validate the feasibility of advanced technological solutions and economic viability, based on evidence. This pilot can enable the possibility to formulate an industrial symbiosis model – one of the conditions for eco-industrial park, meanwhile enhancing water security, reducing environmental impacts, and strengthening sustainability competitiveness.”
As the strategic partner for technical support and technology transfer, the Embassy of the Kingdom of the Netherlands in Viet Nam commended the cooperation among UNDP, DEEP C IZ and partners joining the pilot. Ms. Fleur Gribnau, Deputy Head of the Economic Affairs, the Embassy of the Kingdom of the Netherlands stated: “The pilot model on wastewater treatment for reuse highlights the power of partnership. The Netherlands, a global leader in water innovation, brings expertise and strategic support; UNDP coordinates knowledge, policy alignment, and technology transfer; and Vietnamese institutions and businesses are leading practical implementation on the ground. This is the kind of collaboration that drives real, lasting change.”
The selection of DEEP C IZ as the pilot site reflects DEEP C’s pioneering role in developing eco-industrial park model. Beyond providing the industrial infrastructures and operational conditions, DEEP C serves as an open platform for testing and demonstrating innovative environmental technologies, accelerating breakthrough initiatives in sustainable industrial development.
Ms. Diep Thi Kim Hoan, Sustainability Director of DEEP C Industrial Zones, shared:
“We believe industrial parks should not only be centers of investment but also hubs of innovation for sustainable solutions. This wastewater reuse pilot aligns with the eco-industrial park model that DEEP C is committed to developing. We will continue to work closely with our partners to advance circular economy practices and minimize environmental impacts in industrial production.”
As part of the event, a Training Session on Water Management and Wastewater Reuse for Enterprises was held, featuring professors and doctors from the Institute of Environmental Science and Engineering (IESE) of Hanoi University of Civil Engineering and Saxion University of Applied Science (the Netherlands). The experts presented Viet Nam’s current regulations and standards on wastewater treatment and reuse, and provided participating companies with technical guideline on formulating and executing wastewater reuse projects. Following the training, delegates visited Pilot system for wastewater treatment and reuse in the wastewater treatment plant in DEEP C Hai Phong 1 and observed a live demonstration of the system’s operation.
The project is expected to lay a foundation for scaling up industrial wastewater reuse systems to a capacity of 1,000–1,800 m³ per day in the next phase, not only at DEEP C but also across other industrial parks in Viet Nam. By generating practical data, technical evidence, and performance assessments, the pilot contributes to addressing current gaps in wastewater reuse regulations and standards in Viet Nam.
Through the close cooperation of UNDP, the Governments of the Netherlands and Viet Nam, academic and research institutions from both countries, and enterprises, the pilot in DEEPC Hai Phong demonstrates the substantial potential of applying advanced technologies to water resource management.
