The project “Promoting Circular Economy in Integrated Municipal Solid Waste Management through  Pilot on Co-processing in Cement Kilns in Quang Ninh City” is under the management of the Quang Ninh City People’s Committee[1] (now Quang Ninh City), in which Quang Ninh City Department of Agriculture and Environment serving as the Project Owner. The project funded by the Government of Norway through the United Nations Development Programme (UNDP) in Viet Nam. The project is implemented to promote circular economy in municipal solid waste management in the city by strengthening waste segregation at source, promoting the recycling of recyclable waste streams, and co-processing non-recyclable waste streams in cement kilns.

Under the scope of the project, a model for waste segregation at source and separate collection will be developed and implemented in Uong Bi, Yen Tu and Hiep Hoa wards. At the same time, the project will support a model for the segregation, recovery and recycling of materials with recyclable value, combined with the co-processing of non-recyclable waste streams at a selected cement plant in the city. These activities aim to establish an integrated waste management system and strengthen linkages across waste segregation, collection, recycling and final treatment.

The project aims to contribute to address current challenges in municipal solid waste management in Quang Ninh, in the context of increasing waste generation placing significant pressure on existing treatment infrastructure, while the landfill rate remains high and solid waste treatment infrastructure is still fragmented. By promoting segregation at source, recycling, and the use of non-recyclable waste as alternative fuel in cement kilns, the project is aligned with the circular economy development orientation of Quang Ninh City and Viet Nam, contributing to reduce dependence on primary resources, lower greenhouse gas emissions, and improve resource efficiency in waste management.
