Training program on Circular Economy

The Institute for Economic and Environmental Policy, in collaboration with the United Nations Development Programme in Vietnam (UNDP Vietnam) and the Institute of Strategy and Policy for Agriculture and Environment, organized a training workshop on the circular economy, within the framework of the “Accelerating Circular Economy for Business” (ACE-Biz) project sponsored by the Embassy of the Kingdom of the Netherlands.

Vietnam is accelerating its transformation towards a green, sustainable growth model with net-zero emissions by 2050; the application of the circular economy has become one of the key solutions to improve resource efficiency, reduce waste, and protect the environment.

Decision No. 222/QD-TTg dated January 23, 2025, of the Prime Minister approving the National Action Plan for implementing the circular economy until 2035, specifically identifies the objectives and roadmap for promoting the circular economy model in key sectors and fields. In particular, guiding documents on identifying green projects, circular projects, and applying the Environmental, Social, and Governance (ESG) framework are included. Specific guidelines on the 2% interest rate subsidy policy for businesses borrowing capital to implement green, circular, and ESG-compliant projects are currently being developed by relevant authorities to create a unified legal basis for practical implementation.

The simultaneous issuance of these documents in the near future is expected to further promote the mobilization and effective use of green investment resources, creating favorable conditions for businesses to participate in the transition to a circular economy model.

Within the framework of cooperation, in collaboration with the UNDP Viet Nam and ISPAE – under the Ministry of Agriculture and Environment (MAE), organized a training workshop on the circular economy for businesses and local authorities.

The training workshop aims to update and disseminate information on the orientations, policies, and legal documents related to green projects, circular projects, and the ESG framework, helping businesses to promptly grasp the requirements and criteria expected to be applied in the near future.

The workshop also aims to enhance the capacity of businesses in identifying, applying, and preparing to meet the criteria of green projects, circular projects, and ESG requirements in their production and business activities.

At the same time, it creates a forum for exchange and discussion among management agencies, experts, and the business community to share practical experiences and identify difficulties and obstacles in the process of transitioning business models towards circular and sustainable development.

Supporting businesses in accessing policy opportunities, especially preferential mechanisms, credit support, and interest rates for green and circular projects, contributing to promoting the green transformation of the business sector.

Based on the practical experiences of the workshop, recommendations and solutions will be proposed as a reference for relevant agencies in perfecting the legal framework and policy mechanisms to support businesses in implementing a circular economy.

The workshop is scheduled to be held on Thursday, April 16, 2026, at the Viet Lotus Hotel, 33 Cao Thang Street, District 3, Ho Chi Minh City.
